Patrol Roster Policy
PURPOSE
The purpose of this policy is to define the requirements relating to the rostering of lifesavers at Soldiers Beach SLSC.
SCOPE
This policy applies to all members of Soldiers Beach SLSC who hold a current lifesaving award and volunteer for patrol duties.
DEFINITIONS
- Patrolling Lifesaver – means a member of the Club who holds a current lifesaving award and who volunteers to participate in Club patrols.
- Lifesaving Award – means a Bronze, Silver or Gold Medallion, a Surf Rescue Certificate, an Advanced Resuscitation Certificate, or a Senior First Aid Certificate, or other acceptable award.
- Annual Patrol Roster – means the document/s which identifies specific dates and timings during which members are required to attend and patrol the beach.
- Rostered for Patrol – means being nominated in the Annual Patrol Roster to attend patrols on specific dates.
- Substitute – means a patrolling lifesaver of equivalent skills and capability who agrees to fulfil the patrol requirements of another patrolling lifesaver.
POLICY
1. Categories of Patrolling Lifesavers
The Club recognises the following categories of patrolling lifesavers: Active;
Roving; Nipper Patrol, and Active Reserve.
2. Rostering of Lifesavers
All patrolling lifesavers will be rostered for patrol with the exception of
members who are granted Roving status by the Director of Lifesaving. Nipper
Patrol members will be deemed to be rostered for duty on all organised Club nipper days.
3. Patrol Attendance Requirements
Minimum patrol attendance requirements are as follows:
A. Active Lifesavers shall attend all patrols for which they are rostered in the Club’s Annual Patrol Roster. In instances where an Active Lifesaver is unable to attend a patrol they may fulfil this requirement by organising a Substitute and then attending a make up patrol
within 30 days of the missed patrol.
B. Roving patrol members shall attend a total number of patrol hours equal to the number of patrol hours for which a member of Soldiers Beach Patrol No. 1 is rostered.
C. Active Reserve members shall attend half the total number of patrol hours for which the Active members of their patrol are rostered.
D. Nipper Patrol lifesavers shall attend all Club Nipper Days which are calendared by the Director of Youth Development.
4. Currency and Loss of Competition Privileges
Patrolling Lifesavers shall maintain currency with the patrol roster at all times
as follows:
A. Active lifesavers shall not be in deficit with their rostered hours by more than 2 patrols at any time.
B. Roving patrol members shall not be in deficit with the rostered hours required by a member of No.1 Patrol by more than 2 patrols at any time.
C. Active Reserve members shall not be in deficit with their pro rata rostered hours by more than 1 patrol at any time.
D. A Nipper Patrol member shall not be in deficit with their rostered hours by more than two Nipper Days at any time.
Patrolling Lifesavers who are not current as detailed above will be subject to an automatic suspension of their competition rights whilst they remain noncurrent. A lifesaver will return to currency immediately upon completion of makeup patrol hours equal to the deficit.
5. Defaults
Any lifesaver who fails to attend a rostered patrol without organising a
substitute will incur one default for each patrol missed.
Patrolling Lifesavers who are in default will be subject to an automatic suspension of their competition rights. Other sanctions may be applied at the discretion of the Club Disciplinary Committee.
A lifesaver will remain suspended from competition until all defaults have been cleared. A default may be cleared by completing two penalty patrols for each default incurred. Penalty Patrol hours will not count toward competition or 100% Awards.
6. Appeals
Appeals for reinstatement of Currency or removal of Defaults may be allowed
at the discretion of the Club Board of Lifesaving.
7. Requests for Nipper Patrol, Roving Patrol or Active Reserve
Status
Generally, requests for Nipper Patrol, Active Reserve or Roving status shall
be submitted in writing to the Director of Lifesaving following the declaration of
positions at the Club’s Annual General Meeting and at least two months prior
to the start of the patrolling season. However, requests for Nipper Patrol,
Active Reserve or Roving status resulting from changes in personal
circumstances which arise during the course of the season may be submitted
at any time at the discretion of the Director of Lifesaving.
8. Granting of Roving or Active Reserve Status
Roving or Active Reserve status if granted shall be for a period not exceeding
one season at a time, at the sole discretion of the Board of Lifesaving.
The following general guidelines are given for the benefit of prospective
applicants for Roving or Active Reserve status (and applications for Active
Reserve or Roving Status should address any relevant aspects):
- It is the policy of the Club that fairness and equity in the allocation of work amongst the Club’s patrolling lifesavers be maximised. Therefore the granting of Active Reserve or Roving status will not be made in instances where such a decision would be unfair to other patrolling members.
- Roving status means that a member will not be Rostered for
Patrol. However a Roving patrol member is still required to meet
all other attendance requirements pertaining to Active members.
Roving status will generally only be granted to members who have ongoing work or other pressing commitments which coincide with patrol days. - Active Reserve status will generally only be granted to members
who can present a compelling reason for not participating in
patrols to a level equal to that expected of Active and Roving
Patrol members. Reasons may include, for example, that the member is involved in other ongoing Club related commitments such as Fundraising, Executive Committee duties, Management
Committee duties, etc.
9. Recognition Awards
The Board of Lifesaving shall make 100% Patrol Attendance Awards to
Active, Nipper Patrol, Active Reserve and Roving Patrol Lifesavers who
achieve their annual Patrol Attendance Requirements and are both current
and without default at the completion of the season.
The Board of Lifesaving may make other recognition awards at their discretion.
